Article 1.
National Yang Ming Chiao Tung University (hereinafter referred to as “NYCU”) enacts these “Credit Transfer Regulations” to govern the credit transfer/waiver of students.
Article 2.
The following terms used herein shall be defined as follows:
I. Transfer (with credits): Any student whose application for exemption from taking any subject is approved may be exempted from taking such subject, and credits for such subject may be included in their graduation credits.
II.Waiver (without credits): Any student whose application for exemption from taking any subject is approved may be exempted from taking such a subject, provided that the student shall take another subject in order to satisfy the graduation credit requirements.
Article 3.
NYCU students who satisfy one of the following conditions may file the application by submitting their transcripts or certificates of credit:
I. Students who have studied any subject in NYCU, any other domestic public/private college or university founded upon approval of the Ministry of Education or any foreign university recognized by the Ministry of Education, and who have completed the subject successfully.
II. Students who have studied for the credits first and passed examinations for the degree program later lawfully.
III. Students who have studied other courses with certificates of credits during the study periods.
IV. Master’s program students who have studied master’s program courses excluded from the graduation credits for undergraduates while studying for their bachelor’s degree, and hold the relevant proof. Notwithstanding, if the courses are included into the graduation credits for undergraduates and then the students are admitted to the master’s program, insofar as the courses are required ones defined by the school and the master’s program graduation credits remain unchanged, the students may apply for a waiver.
V. Graduate students of the PhD program study the PhD courses while in the Master’s program and the courses are not included in the Master’s program for graduation. VI. Transfer students between departments/institutes, and degree program students (allowed to apply for waiver only). VII. Students from overseas universities who are admitted to the joint dual-degree program of NYCU after having completed the subjects and credits in the original university successfully. VIII. Students who have executed any education cooperation program with NYCU and who are approved by the Ministry of Education to transfer credits. When the students referred to in subparagraphs 1~3 of the preceding paragraph apply for a transfer, the courses and credits claimed by them shall not be included in another degree program repeatedly, otherwise their applications will be rejected.
VI. Transfer students between departments/institutes, and degree program students (allowed to apply for waiver only).
VII.tudents from overseas universities who are admitted to the joint dual-degree program of NYCU after having completed the subjects and credits in the original university successfully.
VIII. Students who have executed any education cooperation program with NYCU and who are approved by the Ministry of Education to transfer credits. When the students referred to in subparagraphs 1~3 of the preceding paragraph apply for a transfer, the courses and credits claimed by them shall not be included in another degree program repeatedly, otherwise their applications will be rejected.
Article 4.
The time limit by which an application for transfer/waiver shall be filed:
I. In the case of freshmen, transfer students, and transfer students between departments (institutes/degree programs), the application shall be filed by the due date prescribed in the current semester calendar. Those who wish to file the application again because they fail to satisfy the due date with cause shall be subject to approval by a meeting of the department/institute.
II. The other students may apply for transfer/waiver only upon receipt of transcripts or certificates of credits.
Article 5.
The limit of credit transfer applicable to the bachelor degree program students and requirements about transfer (entry) to any school year are stated as following:
I. Students may apply for being classified into an upper class level of their major department based on the credits approached for transfer, and may graduate after studying for at least one year and completing at least 30 credits at NYCU.
II. Upon each transfer of 16 credits, students may be classified into an upper class level for one semester. Being classified into an upper class for two semesters means being classified to an upper class for one school year.
III. Two-year College and Five-year college graduates can be admitted to the class of two school years higher maximum. Undergraduate students who previously dropped out of school can only be readmitted to the class level from which they left and are limited to the fourth school year.
IV. Transfer students shall be admitted in the year when they are admitted. Unless they are classified into an upper class pursuant to the relevant requirements, the students with alimited credit transfer/waiver may file an application with their departments and then may be classified into a lower class for one school year upon the departments’ review.
V. No transfer of students between departments/institutes, and degree programs are allowed to apply for being classified into an upper class.
VI. An application for being classified into an upper or lower class must be filed with the relevant department by the end of the first week after the semester begins.
Article 6.
The application for credit transfer shall be reviewed in the following manners:
I. Resolution about transfer of different credits:
(I) In the case of more credits transferred to less credits: The less credits shall prevail upon the transfer.
(II) In the case of less credits transferred to more credits: The department/institute shall designate the subject to be re-taken so that the student may make up the difference in credits. Notwithstanding, if no identical subject or subject similar in substance or nature is available for re-taking, no application for a credit transfer shall be filed.
II. Students of the first to third grades under the five-year junior college program shall be identified as senior (vocational) high school students, who are not allowed to apply for credit transfers with respect to the subjects studied by them.
III. The grade qualification for a subject taken in any master degree program shall be B- (or 70 cores under the hundred mark system). The stricter requirements defined by various departments (institutes/degree programs), if any, shall apply.
IV. The number of transfer credits allowed to a graduate student shall be set forth by each department (institute/degree program) in its study regulations.
Article 7.
The credit transfer/waiver shall be checked and registered by the Office of Academic Affairs upon review by the following units:
I. The subjects in general education, language, physical education, service learning and basic science shall be reviewed by the responsible course teaching unit.
II. The other subjects, and professional subjects required by the relevant department (institute/degree program) shall be reviewed by the department (institute/degree program). Each unit may organize the admission review or transfer examination to review students’ applications for credit transfer/waiver.
Article 8.
The number of credits that a student may apply for transfer shall be determined by each department. If the continuing education credits are applied for, the period of study at the University shall not be less than the required period of study of that academic system and the total credit hours enrolled shall not be less than half of the required graduation credits. The period of study shall not be shorter than one year. The more stringent requirements of each department, school, and division shall prevail. Concerning the student applying for the continuing education credits of a remote course/on-line course, the university shall submit a registration to the Ministry of Education for a record if the applied credits have exceeded one-third of the total graduation credits required for that system or class.
Article 9.
For the students who apply for transfer/waiver of the credits earned by them in an overseas college or university, the credits may be converted in the following manners:
I. In the case of the European Credit Transfer and Accumulation System (ECTS, excluding UK universities) or credits earned in Sweden or Russia, the credits earned abroad shall be divided in half and rounded to the nearest whole number.
II. In the case of the Credit Accumulation Transfer Scheme (CATS) in the UK, the CATS credits shall be divided by 4 and rounded to the nearest whole number.
III. Credits earned in the US, Canada, Japan, Singapore, South Korea, Mainland China, Hong Kong and Macao may be transferred equally. IV. In countries other than those mentioned above, credits earned at any semester-system university will be recognized. For any quarter-system university, credit hours earned there will be transferred based on the principle of one credit for every 18 course hours.
Article 10.
Matters not provided herein shall be governed by NYCU Academic Regulations and other applicable laws.
Article 11.
The Regulations and any amendment thereto shall be published and implemented upon approval by an academic affairs meeting and shall be submitted to the Ministry of Education for reference.
