Degree Conferral Regulations

Article 1
These regulations are established based on the University Act and its enforcement rules, the Degree Conferral Act, and other relevant regulations.

Article 2
Each academic unit of the university, unless otherwise prescribed by law, shall establish the regulations for graduate students’ studies based on these guidelines. The regulations must be reviewed by the respective college's curriculum committee and the university's curriculum committee, and then submitted for approval by the Academic Affairs Committee before implementation. The regulations should include the following:
  1. Admission qualifications and related regulations: This should include the qualifications for direct admission to the doctoral program from the master's program and regulations for transferring between departments or programs.
  2. Duration of study: This should include the minimum and maximum duration of study for both regular and in-service graduate students.
  3. Required credits and credit exemption regulations: This should specify whether the credits earned before admission to the doctoral program will count toward the required credits.
  4. Deadline for assigning a thesis advisor.
  5. Regulations for the change of thesis advisor as per the university’s guidelines on thesis advisor-student interactions.
  6. Regulations for the doctoral qualification assessment.
  7. Conditions and procedures for degree exams (including the number of attempts allowed).
  8. Graduation and departure procedures.

Article 3
The duration of study for master's programs at this university is limited to a minimum of 1 year and a maximum of 4 years. For doctoral programs, the study duration is limited to a minimum of 2 years and a maximum of 7 years. In-service graduate students may extend their study duration by 1 year for master's programs and by 2 years for doctoral programs.
Each academic unit may establish minimum study durations based on their specific needs.

Article 4
Graduate students in the master's program at this university may apply for the master's degree exam and be awarded the master's degree by the university upon passing the exam, provided they meet the following conditions:
  1. The student has completed at least one semester of study in the master's program.
  2. The student has completed all required courses and credits and passed any other assessments required for the master's degree by the respective academic unit.
  3. If the required courses and credits are completed at the end of the semester, the student may apply for an early defense with the advisor's recommendation. The degree will only be awarded once the courses are completed and the required credits are earned.
For art, applied technology, and professional practice master's programs, students may submit works, achievement certificates along with a written report, or technical reports in place of a traditional thesis. The criteria for recognition in such programs will be defined by each academic unit and approved by the college and academic affairs meetings.
Students who have already obtained a degree (thesis, works, achievement certificates, written reports, technical reports, or professional practice reports) from another institution, whether domestic or abroad, may not use the same work or report for the master’s degree exam. However, joint theses under academic cooperation with overseas institutions are an exception.

Article 5
The degree exam includes both the thesis defense and thesis review.

Article 6
The master's degree examination committee will consist of 3 to 5 members, selected from experts in the research area of the student, who hold one of the following qualifications:
  1. Current or former professors, associate professors, or assistant professors.
  2. Academicians or researchers of the Academia Sinica, current or former research fellows, associate research fellows, or assistant research fellows.
  3. Those with a doctoral degree and significant academic achievements.
  4. Those in rare or specialized fields or professional practices with significant achievements.
The criteria for recognition of the qualifications of the third and fourth categories shall be defined by the academic unit.
The spouse, former spouse, or close relatives (up to the third degree) of a graduate student may not serve as members of the degree examination committee.

Article 7
For doctoral degree candidates, the following conditions must be met to be eligible for the doctoral degree exam:
  1. Completion of all required doctoral courses and credits.
  2. Passing the doctoral qualification assessment and other assessments required by the respective academic unit.
Doctoral candidates may apply for the doctoral degree exam upon submitting their thesis and meeting the relevant academic unit's requirements. They must have completed at least three semesters of doctoral study (those directly admitted to the doctoral program must have completed at least three semesters of doctoral study). If the doctoral thesis is acceptable, it may be submitted for the defense. The degree will be awarded upon passing the doctoral degree exam.
For art or applied technology doctoral programs, students may submit works, achievement certificates along with a written report, or technical reports in place of a traditional thesis. The criteria for recognition of such programs will be defined by the academic unit and approved by the college and academic affairs meetings.
Works or reports already submitted for a degree at another institution (domestic or abroad) cannot be re-submitted for the doctoral degree exam unless part of a joint program with an overseas institution.

Article 8
For doctoral programs, the doctoral degree examination committee will consist of 5 to 9 members. The committee members should include at least one-third from outside the university, and they must meet one of the following qualifications:
  1. Current or former professors or associate professors.
  2. Academicians or researchers of the Academia Sinica.
  3. Those with a doctoral degree and significant academic achievements.
  4. Those in rare or specialized fields or professional practices with significant achievements.
The criteria for recognizing qualifications in the third and fourth categories shall be defined by the academic unit.

Article 9
The thesis examination for both master's and doctoral degree candidates at this university is conducted orally. If necessary, a written exam, laboratory exam, or video conference may be held, and the following regulations must be adhered to:
  1. Application Deadline: The graduate student must submit their application for the degree examination no later than seven days before the exam date. The exam can only be held after approval is granted.
  2. Pre-Examination Requirements: Before the thesis defense, an originality check report must be completed and made available to the exam committee members for reference. After the defense, the advisor must sign the degree exam result form to confirm the student's performance.
  3. Public Defense: The oral defense is held publicly by default. The time, location, and thesis title must be announced in advance.
  4. Committee Attendance: All members of the degree exam committee must attend in person; delegation of another person is not allowed. For the master's degree exam, at least three committee members must attend; for the doctoral degree exam, at least five committee members must attend, with at least one-third (including) being external members. If these requirements are not met, the exam will not be conducted, and any results will not be recognized.
  5. Committee Chair: The degree exam committee will have a chairperson, who must be appointed by the academic unit. However, the advisor cannot serve as the chairperson.
  6. Grading Scale: The passing grade is B- (70%) and the highest grade is A+ (100%). The final score is determined by the average of the attending committee members' evaluations. If half or more of the committee members for the master's exam, or one-third or more for the doctoral exam, rate the student as failing, the degree exam will be considered failed, and no averaging will take place.
  7. Content Review: The committee members must review the thesis title and content to ensure it aligns with the student’s academic unit’s professional research field. The committee chairperson must confirm this on the degree exam result form.
  8. Academic Misconduct: If the thesis is found to have been fabricated, altered, plagiarized, ghostwritten, or involved any other form of academic dishonesty, as determined by the degree exam committee, the student's degree exam result will be recorded as zero, and the student will not be allowed to retake the exam.
  9. Other Regulations: Additional regulations specified in the academic unit's graduate study regulations.
  10. Thesis Compilation: Degree theses that are compilations of works should follow the university's specific guidelines for thesis compilation.

Article 10
If the thesis passes the defense, the committee will provide feedback on the necessary revisions. The student should submit the revised thesis for review. The thesis will be considered passed only if at least two-thirds of the committee members approve. The review will not be graded. Once the review is approved, the committee members will sign the "Thesis Approval Form." The thesis defense result becomes the final degree exam result.

Article 11
After passing the degree exam, students must submit the "Degree Exam Result Form" to the Registration Office. The deadlines are:
For the first semester: January 31
For the second semester: July 31
Students must also submit a printed copy of their thesis, the originality check report, the academic ethics and originality check statement, and upload the thesis abstract and full text electronically. After completing the graduation and departure procedures, the degree certificate will be issued.
The deadline for submitting the printed thesis is the last working day before the start of the next semester after the degree exam. If the thesis is not submitted on time, and the study duration has not been completed, the student must re-register for the next semester.
If the study duration expires and the required documents are not submitted on time, the student will be expelled.

Article 12
If a student who has applied for the degree exam is unable to complete the exam in the current semester, the academic unit must submit a list of unexamined students to the Registration Office by the first working day of the following semester.

Article 13
For students directly pursuing a doctoral degree, if they pass the doctoral qualification exam but fail the doctoral degree exam, their thesis, works, achievement certificates, written reports, or technical reports may be considered at the master's level, and they may be awarded a master's degree.

Article 14
Students in master's or doctoral programs who fail to pass the degree exam or complete the required coursework within the prescribed study duration will be expelled.

Article 15
The thesis for the master's or doctoral degree (including the abstract) should be written in Chinese or English, and must comply with the university’s thesis formatting guidelines. After passing the degree exam, the thesis abstract and full text must be uploaded electronically, and printed copies should be submitted to the university library.
The thesis will be kept according to the regulations set forth in Article 16 of the Degree Conferral Act. If the thesis involves confidential or patent-related matters, it will be handled according to the university's regulations on delayed public access.

Article 16
The university may revoke a master's or doctoral degree under the following conditions:
  1. The student’s admission qualifications or academic performance were falsified or involved fraudulent activity.
  2. The thesis, works, achievement certificates, written reports, technical reports, or professional practice reports involved fraud, plagiarism, ghostwriting, or other dishonest practices.
Once the degree is revoked, the student will be notified to return the degree certificate, and the revocation will be reported to other educational institutions and relevant agencies.

Article 17
Any matters not covered by these regulations shall be handled according to the University Act, its enforcement rules, the Degree Conferral Act, and relevant educational regulations.

Article 18
These regulations will be implemented after approval by the Academic Affairs Committee and notification to the Ministry of Education. Any amendments will follow the same process.

Note:These Regulations are adopted in Chinese, which shall prevail in case of any discrepancy between the English translation and the Chinese original.
